Green Bay officials hope a rebuilt section of Webster Avenue can boost that area of the east side.
It took two years for the city to finish the project between the East River and Radisson Street.
Public Works Director Steve Grenier believes it will bring new development to the surrounding neighborhood. He hopes it will also become a new gateway to the city.
Grenier thinks drivers avoided Webster Avenue because the condition of the street was deteriorating.
The city also put in bike lanes and a multi-purpose path.
