The man accused of shooting his ex-girlfriend after abducting her in Green Bay was out on bond when deputies shot him yesterday.
Luis Cardona was killed, and Babette Caraballo was taken to a hospital with life-threatening injuries. Kewaunee County deputies say they opened fire on Cardona, after he shot her.
Cardona was already facing charges of kidnapping Caraballo last month, and he wasn’t supposed to have any contact with her.
Golden House Program Director Holli Fisher says domestic abusers don’t always follow court orders. She says that’s why their organization tries to set up safety plans.
Fisher says they can help people change the locks of their homes, enhance security, and work with their employers on safety measures. She says it’s also important to continually update the plans.
