Majority Republicans in the Senate are planning to take up one of eight bills designed to fight homeless in the state.
Some conservatives are concerned about the $3.7 million cost of the bi-partisan proposals. The Assembly approved all eight of them in June.
Governor Evers and other advocates wanted the improved services to be in place before winter.
The Senate will decide Tuesday whether to increase grant funding to homeless shelters by $500,000 a year.
