Appleton Police Chief Todd Thomas says the first thing he considers with candidates is their heart.
He says they can train officers to do the different parts of the job, but they can’t train their character or their heart.
Thomas reports candidates go through background checks and psychological tests. He says they look for any type of biases or racism, and if there’s any indication of that, they’re out of the process.
He says new officers also go through training about bias.
