The mailing of absentee ballot applications to all registered voters in Oshkosh helped increase turnout for this month’s primary.
City Clerk Pam Ubrig says it was up 34 percent from the August vote in 2016. The city sent about 34,000 absentee ballot applications, and more than 8,600 people voted by mail.
