OSHKOSH, Wis–High construction costs are forcing Winnebago County to re-think plans to build housing for violent sex offenders. So-called Chapter 980 housing is required by state law when offenders are placed back into the communities where they committed their crimes.
Winnebago County planned to build six such units adjacent to the Sheriff’s Department on the north side of Oshkosh. But County Executive Jon Doemel says they will only be able to build three this year………..
Winnebago County will keep a mobile home on the same site to house two additional sex offenders.
