Greenville’s town administrator says they consciously decided to try to incorporate the entire town into a village, rather than break up their urban and rural areas.
A state board is denying that proposal, in part because the two is designating the west side of the town for agriculture.
Joel Gregozeski says they wanted to be very transparent, and point out the plans for the west side.
He says the goal is to incorporate the entire community.
Gregozeski thinks they could take a two-step process, similar to what officials did in the former Town of Menasha. They incorporated part of the town into the Village of Fox Crossing, and then annexed the rest.
Harrison did the same thing about five years ago.
