The Oshkosh Common Council approves a master plan for the new Lakeshore Park.
The former golf course will be converted into natural areas, trails and a new all-season pavilion.
Former Mayor Kathy Propp worries that the $10 million price tag will mean development will take a long time.
The city council still has about $2 million left from the sale of a portion of the golf course to the Oshkosh Corporation.
Some work on the park plan could start next spring.
