Prosecutors are charging a Seymour couple with child neglect.
Thirty-three-year-old Gregory and Elizabeth Hietpas are accused of keeping a 16-year-old girl and 12-year-old boy in a bedroom with a keypad on the door. Prosecutors say an alarm would go off, if the children left the room, and they were only allowed to go to the bathroom three times a day.
The parents are also accused of only feeding the two a peanut butter sandwich and some fruit, and they just had five minutes to eat each meal.
The son told investigators he would only get six sips of water over the weekend, and he had to carry a weight around over his head for punishment.
