A De Pere man is sentenced to 17 years in prison for physically, mentally and sexually abusing his adopted children.
Donald Windey told Brown County Judge John Zakowski he was sorry for how he failed as a father. His wife Shirley Windey was sentenced in January to four years in prison. Zakowski says the couple should never have been allowed to adopt the children. He says the system failed.
