The state Department of Justice files criminal charges against an Oshkosh man accused of stealing hundreds of thousands of dollars from a nursing home resident. Terry Culver is facing counts of theft and income tax fraud. According to the criminal complaint, Culver used the power of attorney to steal 427,000 dollars from the 92-year old woman–using it for home improvements and gambling. He also reportedly took property from the victim by filing quit claim deeds. Culver will make his initial appearance in Winnebago County Court on October 12th.
