OCONTO, Wis–A judge throws out charges filed against the Suring school superintendent stemming from an alleged search of students. Judge Marc Hammer rules that prosecutors failed to meet the standard of proof for felony False Imprisonment charges against Kelly Casper.
A group of students claimed that Casper held them in a room and searched them for vaping materials back in January. Casper’s defense argued that she had probable cause to search the students and that they were taken to a bathroom for privacy reasons and not detention.
She has been on paid administrative leave since the charges were filed.
